The Rules deals with -
(1) Application for issue of a certificate of identity under section 6 or section 7,
(2) Procedure for the issue of a certificate of identity,
(3) Issue of certificate of identity for a transgender person under section 6,
(4) Procedure for the issue of a certificate of identity for change of gender,
(5) Issue of certificate of identity under the section,
(6) Welfare measures, education, social security and health of transgender persons by appropriate Government,
(7) Provisions for non-discrimination,
(8) Equal opportunities in employment, etc.
The Rules authorize the Government to take proper steps to prohibit discrimination in any Government/private institution/establishment including spheres of education, employment, healthcare, public transportation, participation, in public life, sports, leisure and recreation, and opportunity to hold public/private office. A comprehensive policy on thee measures and procedures essential to protect transgender persons according to the provisions of the Act is to be made by the government.
"Every establishment shall implement all measures for providing a safe working environment and to ensure that no transgender person is discriminated in any matter relating to employment including, but not limited to, infrastructure adjustments, recruitment, employment benefits, promotion, and other related issues.", the Rules state.
According to the Rules, the government will ensure that every establishment appoints a complaint officer in accordance with section 11 within 30 days from the date of this notification of these rules, coming into effect.
