Even if democracy is not, at least the number of legislatures – together with their members and budgets are constantly growing worldwide. Devolution, federalization, secession, regionalization, integration, and internationalization – all these lead to new parliamentary institutions at various levels of government. As a result, there is more and more for scholars of various disciplines to discover, analyze and evaluate.
This expanding universe of parliaments is what brought both the International Journal of Parliamentary Studies and this conference to life. Both aim to tear down the clearly existing walls between political science and law, scholarship and practice, national and international approaches. It is planned that each year scholars of parliamentary studies, an emerging interdisciplinary field of scholarship, come together to share ideas, viewpoints, and findings on parliamentary and legislative issues.
Call for Special Issues
The conveners invite scholars from all countries to submit abstracts related but not limited to the following topics:
- Theoretical and empirical aspects of parliaments
- Parliaments and socio-economic challenges
- Constitutional changes and legislative reforms
- Lawmaking and executive control: finding the balance
- Political and legal aspects of parliamentary rules and procedures
- Parliamentary elections, coalition formation, and representation
Fully formed panels are also welcome. All panels are to be followed by a Q&A session.
The conference program will be concluded by an evening reception in the Hungarian National Assembly (TBC), to which all conference speakers are invited.
Details for Submission
- Submissions are possible from scholars of any stage (Ph.D. students to post-docs) and disciplines (law, political science, social sciences) interested in parliamentary/legislative research.

Criteria for Selection
- Accepted participants will be notified by 11 March 2022
- They will then have to submit a full conference paper by 2 May 2022.
Word Limit
Papers should be no shorter than 25,000 and no longer than 50,000 characters (footnotes included).
Perks
The conveners intend to seek publication of selected conference papers in a special issue of the International Journal of Parliamentary Studies or an edited volume, published by Ludovika - University of Public Service. A book of abstracts is also planned to be published.

Mode of Conference
The conference will be held in a hybrid model; therefore, it will be possible to join online. If presenting on-site, participants are responsible for their travel and accommodation costs. The conveners are grateful to Brill Publishers, the Konrad-Adenauer-Stiftung, and the Ludovika - the University of Public Service for the generous donation on the local costs.
