The SEBI Board met in Mumbai today and inter-alia, took the following decisions: 

  1. Allowing FPIs to participate in Exchange Traded Commodity Derivatives market.
  2. Amendments to Securities Contracts (Regulation) (Stock Exchanges and Clearing Corporations) Regulations, 2012 (SECC Regulations) – provisions relating to Limited Purpose Clearing Corporation (LPCC) for clearing and settlement of Corporate Bond Repo Transactions.
  3. Amendment to SEBI (Mutual Funds) Regulations, 1996
  4. Amendment to SEBI (Portfolio Managers) Regulations, 2020
  5. SEBI Annual Report: 2021-22

Notification regarding reappointment Shri Rajdeepak Rastogi, Senior Advocate as Additional Solicitor General of India for High Court of Rajasthan (JUNE 29, 2022)

The President is pleased to re-appoint Shri Rajdeepak Rastogi, Senior Advocate as the Additional Solicitor General of India for the High Court of Rajasthan with effect from 1st July, 2022 for a further term of three years or until further orders, whichever is earlier.

MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE

Forest (Conservation) Rules, 2022 (JUNE 29, 2022)

In exercise of the powers conferred by sub-section (1) of section 4 of the Forest (Conservation) Act, 1980 (69 of 1980) and in supersession of the Forest (Conservation) Rules, 2003, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules.

Highlights of the rule :

  1. A non-official Member shall hold his office for a period of two years from the date of his nomination, and shall cease to hold office if he becomes of unsound mind, or insolvent or is convicted for an offence which involves moral turpitude.
  2. The Chairperson shall call the meeting of the Committee whenever considered necessary, but not less than once a month.
  3. The Central Government may, by an Order, constitute a Regional Empowered Committee at each of the Integrated Regional Offices to examine proposals referred to under sub-clause (a) of clause 5 of rule 9 and grant approval or rejection of proposals under section 2.
  4. The chairperson of the Regional Empowered Committee shall hold the meeting whenever considered necessary, but not less than twice a month; and the meetings of the Regional Empowered Committee shall be held at the headquarters of the Integrated Regional Office.
  5. The State Government and Union territory Administration may, by an Order, constitute a Project Screening Committee to examine the completeness of the proposal submitted under clauses (i), (ii) or (iii) of section 2 of the Act.

High speed Expendable Aerial Target - ABHYAS - successfully flight-tested off Odisha coast (JUNE 29, 2022)

ABHYAS – High speed Expendable Aerial Target (HEAT) was successfully flight-tested from the Integrated Test Range (ITR), Chandipur off the coast of Odisha on June 29, 2022. The performance of the aircraft at low altitude including sustained level and high manoeuvrability was demonstrated during the test flight.

ABHYAS is designed & developed by Aeronautical Development Establishment of Defence Research and Development Organisation (DRDO).

SUPREME COURT 

Supreme Court refuses to entertain pleas challenging validity of legal scheme for election of President (JUNE 29, 2022)

The Supreme Court on Wednesday refused to entertain two separate pleas challenging the validity of a legal scheme envisaging that a candidate for election of the President must be subscribed by at least 50 MPs or MLAs as proposers and 50 as seconders respectively, saying filing of such cases at the time of polls is not a "healthy practice". 

A vacation bench comprising justices Surya Kant and J B Pardiwala was hearing separate pleas filed by Delhi resident Bam Bam Maharaj Nowhattia and Dr Mandati Thirupathi Reddy, a native of Prakasam district in Andhra Pradesh on the issue.

The petitioners alleged that the provisions, especially section Section 5 B (1) (a) of the Presidential and Vice-Presidential Elections Act, 1952, bars a person from contesting the presidential polls if the candidature is not signed by 50 lawmakers as proposers and 50 as seconders respectively.

GST

Pre-packaged food under GST, 12% tax on hotels with tariff up to Rs 1,000 (JUNE 29, 2022)

Bringing pre-packaged and labelled food items such as wheat flour, puffed rice, curd/ lassi/ buttermilk and paneer under the GST net, withdrawing exemption for hotels with rent below Rs 1,000 a day and correction of inverted duty structure for host of items such as edible oils, coal, LED lamps, printing ink, knives and solar water heaters are learnt to have been approved by the Goods and Services Tax (GST) Council on the first day of its 47th meeting on Tuesday.

The discussion on the contentious issue of extension of compensation for states beyond June 2022 and 28 per cent GST rate on casinos, online gaming, and horse racing, are to be taken up for deliberations on Wednesday.
