About Organisers
Hidayatullah National Law University, a premier institute for legal education and research is celebrating its 20th Year of establishment. The University’s motto, ‘Dharma Sansthapanartham,’ translates to ‘for the sake of establishing the primacy of laws of eternal values. The University has launched several innovative programs in the last few years like Lex Osmose, Ex Arca, HNLU Press, Sui Generis, HEXA, HAAI, and R-HaS.
The Chhattisgarh State Electricity Regulatory Commission (CSERC) was established by the Government of Chhattisgarh to regulate the electricity sector within the State. Operating since August 23, 2002, under the Electricity Act, of 2003, its main goal is to ensure fairness, efficiency, and transparency in the industry while safeguarding consumer interests, promoting competition, and supporting sectoral growth.
About the Seminar
Hidayatullah National Law University (HNLU), in partnership with the Chhattisgarh State Electricity Regulatory Commission (CSERC), is organizing 1st HNLU National Conference on Energy Laws: “Empowering India’s Energy Future: Navigating the Legal Landscape”.
Call For Papers
Research papers/articles in the English language are invited from academicians, professionals, practitioners, researchers, students of law, social science and environmental science, and other stakeholders on the emerging issues and related areas on the broader sub-themes given above.
One paper from each technical session will be awarded the ‘Best Paper Presentation Award’. The selected papers based on quality may be considered for publication.

Abstract Format
- Main Text: Times New Roman, Font Size 12 & Line spacing 1.5, Justified
- Footnote: Times New Roman, Font Size 10 & Line spacing 1, Justified
- 1-inch margins on all four sizes.
- Paper size: A4
- All submissions are to be made in MS Word format only.
- Final Submission Format
- The citation style must conform to ‘The Bluebook: A Uniform System of Citation, 20th Edition.’
The final paper should be in the following format: Paper size:
- Paper size: A4
- Margins: 1 inch on all the four sizes.
- Main Title: Times New Roman, Bold, Font Size 14 & Line spacing 1.5, Center Aligned.
- Sub Titles (inside the paper): Times New Roman, Bold, Font Size 12 & Line spacing 1.5, Justified.
- Main Text: Times New Roman, Font Size 12 & Line spacing 1.5, Justified.
- Footnote: Times New Roman, Font Size 10 & Line spacing 1, Justified
- All submissions are to be made in MS Word format only. Please name your attachment as follows: e.g. if the author’s name is John Doe then the file name should be JohnDoe_FinalPaper.
- The paper should start with the Title (Centre Aligned), Name(s) of the Author, and co-author (if any) (Right Aligned) marked with details as footnote number 1 for the author and footnote note number 2 for co-author (if any). Please do not use ‘*’ or ‘**’ for footnotes referring to author or co-author details respectively as it will be changed into footnote number 1 or 2 during the final edit and ultimately it will change all your references. A brief bio is to be mentioned in the said footnote mentioning current position and small background, phone number, and email ID.
Submission Guidelines
Abstract Submission
- Co-authorship is permitted to a maximum of 2 authors only.
- Please name your attachment as follows: e.g. if author’s name is John Doe then the file name should be JohnDoe_abstract.
- Contributors will ONLY be notified in case of acceptance of the abstracts submitted on or before the submission deadline and an e-mail with a link for submission of full paper will be sent post-acceptance.
- Rejection of abstract will NOT be notified.
- By submitting an abstract you grant the organizers permission to publish the abstract in hard copy and electronic formats for distribution during Conference.
- The conference conveners reserve the right to accept and reject abstracts for inclusion in the program.
- The invitation to submit an abstract or the acceptance of an abstract does not constitute an offer to reimburse travel, accommodation, or registration fee or any allied costs.
- Presenters must be registered conference participants before their papers can be scheduled into the program.
- In case of Co-authorship both the authors are required to pay the registration fee separately.
- In case of Co-authorship, at least one author must attend the conference to present the paper, in case paper is selected.
Final Submission
- The final paper should be submitted after the intimation of acceptance of the abstract, via the link provided in your registered Gmail id, provided at the time of abstract submission after 1200 Hrs on 28th September 2023 till 2400 Hrs on 19th October 2023.
- The final submission shall be concluded within the prescribed deadline.
- Information once submitted will be frozen and no change of any kind e.g., Author/Co-author Name, Title etc. will be allowed.
- The word limit of the final paper should be up to 4000 words, exclusive of footnotes
- The abstract should NOT be included in final paper.
- Final submission shall be accompanied with duly filled in and scanned ‘DECLARATION OF RESPONSIBILITY & ASSIGNMENT OF COPYRIGHT FORM’ to be provided with the communication of acceptance.
